ASHLAND, Ky. — Boyd County and its insurance carrier have reached a $1.75 million civil settlement with the estate of an inmate who state prosecutors said died at the county jail of internal bleeding from blunt force trauma caused by corrections officers.

Michael Lee Moore, 40, was found dead at the jail on Nov. 29, 2018. His estate had sought compensation for what a grand jury determined was abusive treatment by the officers after booking him into the Boyd County Detention Center.

The grand jury indicted five corrections officers on first-degree manslaughter charges. Four of them await trial, but one, the only woman, pleaded guilty in May to a lesser charge of first-degree wanton endangerment under an agreement with prosecutors to avoid jail and serve as a state witness.

Prosecutors said she did not participate in the abuse but was aware of it at the time and did not report it. All of the officers were dismissed as a result of the case.

Details of the civil settlement with Moore’s estate were first obtained by the Ashland Daily Independent.

In addition to the $1.75 financial payment, the Boyd County insurance carrier — Kentucky Association of Counties All Lines Fund – agreed to construction a flower box outside the county detention center with a memorial plaque dedicated to Moore.
